Dallas Business Journal: Another huge community slated for northern Collin County

Collin County's explosive growth just keeps going — plans for another multibillion-dollar community were just unveiled in one of the fastest-growing cities in the nation.

The 1,035-acre project in Anna, called Liberty Hills, could eventually feature 1,800 homes, luxury apartments and a variety of commercial spaces that could feature retailers and restaurants, according to a Feb. 13 announcement. It will be located off U.S. Route 75, north of Rosamond Parkway/County Road 370, with the homes slated to rise west of U.S. 75 around Hurricane Creek County Club.

Phase one will cover 74 acres on the development’s east side and include 269 homes, with prices starting in the $500,000s and floor plans ranging from 1,800 to 4,000 square feet. Four homebuilders — including Grand Homes, Perry Homes, Shaddock Homes and William Ryan Homes — have been announced for the phase.

Dallas-based Veritas Communities LLC, the single-family developer, will bring in additional builders for future phases. The residential component will be completed in 12 phases, while commercial amenities are set to begin construction in the third and fourth quarter of this year. The first residents are expected to move in by 2027.

In partnership with the City of Anna, Veritas will invest $50 million in infrastructure, including an east-west thruway over U.S. 75 via Mantua Parkway and Standridge Boulevard, improving connectivity. Upon full buildout, the project is expected to have a total investment value of $3 billion, said Bernie Parker, head of the Anna Economic Development Corp.

Old Prosper Partners LLC, a Collin County-based real estate investment firm, purchased the land for the project in October 2022. Homebuilders then acquired portions of the property for their residential developments.

"Our priority remains on expanding Anna’s diverse housing footprint to accommodate for growth, and also on offering a city with an outstanding lifestyle where neighbors can feel a deep sense of community pride," Parker said in a statement.

Liberty Hills will be a big addition in Anna, which already was the fourth-fastest-growing city in the U.S. from July 2022 to July 2023, according to the latest U.S. Census Bureau estimates. The city has a highly regarded school district, family friendly amenities and more affordable homes compared with other DFW suburbs to the south. The median list price in Anna is $383,293 and the average home value is $365,655, according to Zillow. That's about half of what's found in Frisco.

Plus, road projects such as the Collin County Outer Loop are connecting residents of these far northern suburbs with the rest of the Metroplex, and major employment centers continue to rise in nearby places like Sherman, Frisco and Plano.

Recently, Anna has seen a surge in building permits. Big new neighborhoods underway include the 700-home Coyote Meadows near U.S. 75 and State Highway 121. Land is quickly getting snagged all around the city — a Prosper-based developer recently acquired more than 900 acres for a large master-planned community east of Highway 5, near downtown Anna. A Houston-based real estate firm also acquired 17 acres, zoned for agriculture and single-family residential use.
